The army of mankind has created technology that enables them to have the upper hand. Mutant tracking devices, sleep grenades that will affect those that have rapid healing and those that are superiorly strong. Plastic darts filled with a drug that will induce sleep to affect those that have control over metal. And much much more. The most powerful weapon was a mutant power duller which could be administered through injections or though skin exposure to the liquid.
The brotherhood was the first to be attacked and those that somehow managed to escape ran to Xavier's mansion. For a year Xavier tried to negotiate a peace but they still came. Though still some mutants did get away those were eventually caught, every last one of them. There was no where they could hide. A law requiring every building to have mutant tracking devices on every side made it even more likely that any that sought refuge to be found. Even those in alleyways were caught. Those that could normally avoid technology because of their powers were betrayed by a mutant that could detect other mutants. The poor soul had been brainwashed and once all mutants were found then they did experiments on it trying to see if they could gain the same ability until the day the mutant died.
The mutant population tumbled down until it was practically extinct. But man could not prevent the mutant process to completely die. At first the mutant tracking devices could only track those that were already mutants, so many got the chance to mutate but then were immediately tracked down and capture. Then the mutant tracking devices were modified to track down mutants the moment they become mutants.
Those that are captured are sent to an island known as Begabt Moku or Prison Island. There they are given real bedding, real rooms, and pretty decent food. The reason behind being treated relatively well was so that the mutants would be so comfortable that they would never want to leave. Of course they had rules to follow but what society doesn't?
